At an Oct. 26 dedication ceremony for the newly renovated Victory Forest apartments in Silver Spring for low-income seniors, Archbishop Wuerl addresses residents and other guests who attended the ceremony. Victory Forest has 181 apartment units for elderly people living in Montgomery County. Also attending the ceremony are James Brown, (center) the president of Victory Housing, Inc., the non-profit housing arm of the Archdiocese of Washington, which acquired the property last year; Phil Andrews, president of the Montgomery County Council, and Patricia Sylvester, director of multi-family programs for the Maryland Department of Housing and Community Development.
